Health & Safety Officer

Overview of the Role

The Health & Safety Officer is a site-focused role dedicated to implementing Mitros’s safety standards on the ground, day in and day out. Based primarily on project sites (such as solar farm construction sites or commercial installation locations), the H&S Officer serves as the eyes and ears of the H&S Manager in the field. They conduct inspections, coach workers on safe practices, and intervene immediately to correct any unsafe conditions. This role is essential in translating high-level safety policies into practical actions on site. By maintaining vigilant oversight of daily activities, the H&S Officer helps prevent accidents and ensures that every Mitros project site is compliant with safety laws and company procedures. In summary, the H&S Officer helps to protect our workers and clients’ property, ensuring each project progresses safely towards completion. 

Key Responsibilities 

  • Site Safety Inspections: Conduct regular formal site audits and safety inspections on solar project sites (utility-scale farms, commercial installs, etc.) to monitor compliance with Mitros’s H&S policies and the site-specific safety plan. Identify any unsafe conditions or practices and report them immediately to the Site/Project Manager for correction. 

  • Enforcement & Issue Resolution: Communicate findings of safety audits to site management and assist in closing out issues or non-conformances promptly. If a serious hazard is present, take immediate corrective action or even halt work (under Stop Work authority) until the danger is addressed. Advise and coach site personnel on how to fix and prevent recurring safety issues. 

  • Safety Briefings & Inductions: Prepare and deliver effective safety briefings (toolbox talks) to crews on site, covering the risks and safe

       work practices relevant to ongoing tasks. Conduct comprehensive site safety inductions for all new workers and visitors, ensuring             they understand Mitros’s rules, emergency procedures, and their personal safety responsibilities before work begins.

  • Risk Assessment & Method Statements: Work with project engineers and supervisors to review Risk Assessments and Method Statements (RAMS) prepared by the construction team. Ensure all high-risk activities (e.g. electrical work, work at height, lifting operations) have adequate RAMS in place and that workers adhere to the specified control measures. Provide input or draft safety sections of work plans as needed to reflect on-site conditions and ensure alignment with safe practices. 

  • Incident Response & Reporting: Act as first responder to any accidents, incidents, or near-misses on site, ensuring proper emergency procedures are followed. Conduct prompt, impartial incident investigations to identify root causes. Document incidents in detailed reports and recommend corrective/preventive actions. Escalate serious incidents to the H&S Manager and contribute to company-wide lessons learned discussions. 

  • Safety Compliance & Documentation: Verify that each project site maintains up-to-date safety documentation. Check that subcontractors’ safety statements, method statements, and insurance documents are on file and meet legislative and best practice requirements. Ensure statutory inspections for plant, equipment, scaffolding, etc., are carried out and recorded per regulations. Maintain site safety records such as induction logs, training attendance, permit-to-work forms, and equipment checklists. 

  • PPE and Equipment Management: Monitor and enforce the use of appropriate personal protective equipment (PPE) on site at all times. Advise on PPE requirements for specific tasks and ensure supplies are available. Regularly inspect PPE and safety equipment (harnesses, fire extinguishers, first aid kits, etc.) for any defects and arrange replacements or servicing as needed. 

  • Emergency Preparedness: Assist in developing and communicating site emergency plans (for fire evacuation, first aid, environmental incidents, etc.). Organise drills or toolbox talks on emergency procedures. Ensure emergency equipment is present, accessible, and regularly checked (e.g. fire extinguishers, first aid kits). In an actual emergency, coordinate the initial response and support emergency services as required. 

  • Reporting & Liaison: Prepare concise weekly and monthly safety reports for the H&S Manager and project leadership, summarising inspection findings, hazards observed, and any incidents/near-misses. Liaise regularly with the H&S Manager to update them on significant issues and to receive guidance on complex safety matters. Collaborate with the site management team in promoting H&S initiatives (such as safety incentive programmes or campaigns) to continuously improve on-site safety performance. 

Required Qualifications 

  • Educational Qualifications: A relevant health and safety qualification is essential – for example, a certificate or diploma in Occupational Health & Safety (such as a QQI Level 5/6 H&S certificate or a NEBOSH General Certificate). A degree in occupational safety or environmental health is a plus but not mandatory if you have strong practical experience. 

  • Certifications: Safe Pass certification is required for working on construction sites in Ireland. Additional certs like Manual Handling, Working at Heights, First Aid Responder are highly beneficial. Holding a CSCS (Construction Skills Certification Scheme) card for specific skills (e.g. plant operation) or an IOSH Managing Safely certificate is an advantage. 

  • Experience: At least ~2 years of experience working in a health & safety role on construction or industrial project sites (solar or electrical projects preferred). Experience in the utilities or renewable energy sector is especially valuable, as it indicates familiarity with the hazards of electrical works and civil construction in solar projects. 

  • Knowledge: Solid knowledge of Irish occupational H&S regulations and construction site safety requirements. Familiar with conducting risk assessments and preparing method statements. Understanding of electrical safety, lifting operations, and other relevant safety aspects common in solar farm or installation projects is expected  

  • Technical Skills: Proficiency with standard office software (Word, Excel, Outlook) to write reports, record data, and communicate effectively. Ability to use (or quickly learn) H&S management software or mobile safety apps for reporting audits and incidents. A full driving licence is essential to travel between sites (a company vehicle may be provided for site visits). 

  • Personal Attributes: Detail-oriented with a keen eye for spotting hazards or unsafe behaviours. Strong communication skills – able to clearly explain safety requirements to workers and tactfully correct unsafe behaviour. Confidence and assertiveness to enforce safety rules and stop work if necessary, balanced with an approachable demeanor that encourages workers to report issues openly. Able to work independently on-site, managing your time and priorities, while also collaborating as part of the broader HSE team.

Keeps thorough records (inspection reports, checklists) as required, recognising that accurate data is key to prevention and compliance. 

  • Communication & Coaching: An effective communicator who can adjust messaging for different audiences – whether giving clear instructions to a crew, presenting a brief report to management, or training a new hire on safety procedures. Capable of delivering engaging safety briefings and encouraging two-way dialogue so workers feel comfortable raising concerns. 

  • Assertiveness & Integrity: Willing to speak up and intervene when safety rules are violated, even if it means challenging senior staff or pausing work. Maintains integrity and impartiality in enforcing standards – treats all personnel and subcontractors equally, basing decisions solely on safety considerations. 

  • Problem-Solving: Quick to think on your feet in an unsafe situation – able to devise interim controls or solutions to mitigate danger until a permanent fix is in place. Analytical in investigating incidents: digs into root causes (human, process, or equipment factors) and collaborates on solutions to prevent recurrence. 

  • Teamwork & Collaboration: Works closely and positively with site management, engineers, and workers rather than acting as a safety “police” in isolation. Builds trust by being a visible, approachable presence on site and helping improve safety, not just pointing out faults. Strives to integrate safety measures in a way that supports project progress rather than hindering it. 

  • Organisational Skills: Strong ability to juggle multiple tasks – inspections, training, meetings, paperwork – efficiently over the course of a day. Prioritises activities based on risk (e.g. addressing critical safety issues first) while also ensuring routine checks and reports are completed on schedule. Good time management is essential, especially if responsible for covering multiple sites or responding to urgent issues promptly. 

  • Continuous Learning: Keeps current with best practices in construction safety and any new regulatory requirements. Willingly pursues further professional development (courses, workshops) and brings back knowledge to apply at Mitros. Open to feedback from the H&S Manager and eager to improve the effectiveness of on-site safety measures.
